Particulars of Organization, Functions & Duties
[Section-4 (1) (b) (i)]
1) Objective/ Purpose of the Public Authority:
The Gopabandhu Academy of Administration (GAA) was established to train officers of the state civil service and All India Services like the IAS and IES at the point of induction into the state government service.
2) Mission/ Vision Statement of the public authority:
Gopabandhu Academy of Administration has been established as the premier training institute under the State Government (GA Department) for training of its administrative officers.The chief mandate of this organization is to train the Odisha Administrative Service probationers and the Indian Administrative Service and Indian Forest Service and IES probationers assigned to the Odisha cadres. Besides, the newly formed Odisha Revenue Services Officers also undertake induction training at the Academy.
The Academy also conducts other training programmes for Government Officers as follows:
i) Refresher training Programmes and executive development programmes for the middle and senior level state government officers.
ii) Short duration training courses sponsored by DoPT, Government of India for in service officers under the State Government.
iii) In-Service Programmes for the officers of the Indian Forest Service.
iv) Special Training programmes sponsored by Govt. of Odisha Departments of central Govt. Ministries.
v) Training courses for Trainers sponsored by DoPT.
v)Disaster Management Centre of the Academy conducts various disaster related training programmes with assistance from Govt. of India, Ministry of Home Affairs and Revenue and Disaster Management Department of Govt. of Odisha.
vi)The Academy conducts symposiums, conferences and special studies as and when required.
vii) Preparation of Gazetteers of 30 districts has been taken up simultaneously since May, 2015. Draft Gazetteers of all the districts, prepared by respective district authorities, have been received. All these drafts after being scrutinized at different stages, are being fine-tuned by the Consulting Editors,selected for each district. After the Draft Gazetteers pass through Gazetteers Working Committee and are approved by the Gazetteers Advisory Committee,they will be printed at the Government Press, Cuttack.
viii)The Academy has implemented projects namely "Capacity Building for Access to information", Strengthening Capacity building and Awarness Generation for effective implementation of RTI Act", plan scheme "training for all" and "Capacity Building for poverty Reduction" sponsored by UNDP and DFID respectively through DoPT, Government of India, New Delhi.
3) Brief history of the public authority and context of its formation:
The Gopabandhu Academy of Administration (GAA) was set up in its earlier incarnation as the Administrative Officers Training School (AOTS) in May, 1958 at Hirakud in Sambalpur District. The objective behind the creation of this Institute was to build an efficient bureaucracy to cater to the administrative and developmental needs of the State in a newly independent nation. Therefore, the main function of the Institute was to train the Officers of the Odisha Administrative Service. The AOTS was rechristened later on as Gopabandhu Academy of Administration after Utkalmani Gopabandhu Das, a great son of Odisha, who has left an indelible mark in the fields of freedom movement and selfless social service. The Academy was shifted to its present permanent campus in Bhubaneswar in August, 1989.

To impart training to the officers of the State Government as described in the objective.

To impart training as mentioned earlier.

i) Providing induction training to officers of Odisha Administrative Service.
ii)Providing district training for officers of the Indian Administrative Service allotted to the Odisha Cadre.
iii)Providing induction training to Indian Forest Service officers allotted to the Odisha Cadre.
iv)Providing in-service training to officers of different government departments and public sector undertakings.

Procedure Followed in Decision Making Process
[Section-4 (1) (b) (iii)]
The following procedure is followed for Organisation of training programmes:
(i)
Programme schedules are drawn up and approved by the Director General to conduct each training course. Both in-house faculty and guest faculty are used to
conduct the training. Guest faculties are remunerated at the rate fixed by the government from time to time.
(ii)
An estimate of probable expenditure for conducting the training course is prepared by the Course Director and approved by the Director General. Actual
expenditure is sanctioned by the Head of Office after completion of course on the basis of the approved estimate.

Norms for Discharge of Functions
[Section-4(1) (b) (iv)]
1)
The Academy conducts induction training of OAS Probationers for 17 weeks in accordance with the curriculum approved by the Government in Revenue
Department.
2)
The district training of IAS Probationers for a period 52 weeks is designed by the Director General in accordance with the powers delegated to him by the
government in GA Department.
3)
The Academy designs training programmes sponsored by Govt. of India, DoPT following the norms set by them.
4)
Cost Norms: DoPT provides Rs.1500/- per trainee per day on State Category Training Programmes and Rs.2000/- per trainee, per day, for Trainers Development
Programmes. The same norm is followed by this Academy for other Central Government offices. For State Government Offices and organizations Rs.1100/- per
trainee, per day, is demanded by this Academy as cost of training.
5)
A sum of Rs.750/- for In-service and Rs.1000 for others per session of 75 minutes' duration has been fixed for remunerating the guest faculty.

Note: The Academy follows such other rules and regulations as laid down by the Government of Odisha for its day to day administration.
· Procurement of office materials and equipments etc. are done as per the decision taken by the Purchase Committee duly constituted for the purpose as per
Govt. in the Finance Department Resolution No.4939/F, dated 13.02.2012.
· The expenditure on training programmes conducted by the Academy and funds placed by Government of Odisha and DoPT, Government of India are being audited
by internal auditors and AG auditors.
· The Faculty and DG, TC of the Academy have not gone on official foreign tour during the last financial year. However, they have gone on official tour to
attend trainings/workshops at different ATIs and New Delhi on Government of India sponsored programmes for capacity building.

In addition to normal records keeping such as service records of officers and employees, registers, files, log books and cash books etc, the Academy also
maintains a record of all training programmes conducted on different courses by the Faculty Members.

Particulars of Arrangement in Formulation of Policy
[Section-4(1) (b) (vii)]
In evolving their training programmes and carrying out training activities, the Academy follows guidelines as set down by Government of Orissa and
Government of India. It consults the departments and offices for formulation and implementation of training programmes for their officers. There is little
scope for consultation with the public given the nature of the Academy's work since the clients for its training programmes are mainly Government
Departments.
